I. The Observation: A Recurring Structural Pattern
Across Ukraine, Gaza, Xinjiang, Yemen, Sudan, Zambia and beyond [,.], we observe the same pattern:
When major power interests are involved, enforcement of international law becomes non-operational.
This is not a failure of awareness.
It is not a failure of information.
It is a failure of structure.
From a conscious time-binding perspective, humanity’s defining capacity—to learn from experience and actionably carry, propagate, prosper that learning forward—is being interrupted at the institutional level.
II. The Semantic Trap: Signal-Reaction vs. Structural Insight
Public discourse remains locked in “signal-reaction” cycles:
→ who is right
→ who is wrong
→ which suffering is emphasized
These reactions generate intensity but not coherence.
In general semantics terms:
We are arguing within maps while ignoring the structures that determine their limits.
The result is predictable: fragmentation, polarization,.— no cumulative resolution.
III. The Structural Diagnosis: The Veto as an Accountability Failure Mechanism
At the center of this pattern lies a design feature of the United Nations system: the Security Council Veto.
This mechanism allows a permanent member to block collective evaluation—even when directly implicated.
The outcome is systematic non-enforcement re:
→ actions involving Russia encounter blocked accountability
→ actions involving the United States encounter blocked accountability
→ actions involving China encounter blocked accountability
→ historically, the same applies to other dominant powers
This is not a matter of competing narratives. It is a matter of selective enforceability built into the system itself.
The Veto interrupts the fundamental chain required for time-binding:
event → evaluation → consequence (enforcement)
The interruption occurs at the level of enforcement.
When consequence is optional, learning cannot accumulate.
IV. The “Bias” Artifact: A System-Generated Effect
A recent response from Mario Chimoy on LinkedIn raises a familiar concern:
Why highlight one conflict and not others? Does that reflect bias?
This question is understandable—but it emerges from the very structure under examination.
When accountability is inconsistent:
→attention fragments
→ perception polarizes
→ any partial framing appears intentional
A system that cannot produce consistent accountability will also fail to produce consistent perception.
What is perceived as bias is often the cognitive imprint of structural inconsistency.
No list of examples can feel complete within a system that applies standards selectively.
V. Structural Reality: Accountability vs. Power
A system in which power can exempt itself from consequence is not partially broken—it is functionally aligned with impunity.
Where accountability depends on the consent of the most powerful:
→ it becomes conditional
→ where conditional, it becomes unreliable
→ where unreliable, it cannot sustain cumulative human learning
This is a core time-binding failure of our era.
VI. From Recognition to Structural Response
Efforts to reform global decision-making mechanisms must be understood in this context.
They are not directed at any one nation. They address the mechanism that allows any sufficiently powerful nation to avoid consequence.

The issue is not only what is happening, but what structures make these outcomes repeatable.
One proposed structural pathway under examination is: limiting or suspending the Security Council Veto in cases involving war crimes and aggression, and enabling a General Assembly decision threshold (e.g., 51%) to restore enforceability. This is not about shifting power from one nation to another, it is about restoring the interrupted chain:
event → evaluation → consequence (enforcement)
